nbadraft.net has no cred. Having said that, DX has him going #14 in 2014 and that provides some credibility.
Hey, I'm not hating, I'm just suggesting that comparing him to Kabongo, that most here consider to be a replacement starter for us (though they're wrong), is too lofty. I've watched Smart for a few years now, I like him .. but I'd be waaay cautious about hyping him for anything Jazz related. Not better than Burks at the 2 and not better than a few at PG (in our range).
