Trade exemptions only exist if you're over the cap. Go under the cap and it'll disappear. Jazz will need cap room to get Conley, so the TPE will fizzle out.

It's created, but has to be relinquished in order to have the cap space to complete the Conley trade.

Yes. We have to move Favors to get far enough under the cap to accept Conley/Bojan, so the Favors trade happens first. Since it puts us under the cap, there’s no exception (an exception means an exception to the salary cap, and since you’re under it there’s no reason to have an “exception” because you are not in violation, if you will).
