Yep. Practices are limited to 3.5 hours, excluding 30 minutes for warm-up and stretches. However, there are lots of exceptions, including weight training, conditioning, video, etc, that don't count towards practice.
On court skill development sessions (pick and roll, taking contact in a non-live defense session that don't include 4 man or 5 man offense/defense also don't count.
I'm sure Quin takes it to the limit.
The funny thing is that he is now playing for San Antonio. He went from complaining about Utah's 3 hours practices when he was in Denver to playing for Greg Poppovich lawl4 hour practice? Trey Lyles would so sad.

It's clear that he's not basketball ready, therefore not ready to join the main team yet. He needs more time obviously.
As Tony Jones said a few hours ago, he just needs to get into basketball shape.
To be fair to Dante, his injuries are not his fault. The problem is his frame, his body. I remember his rookie season, offensive players would nudge him with their body and he would fall away like a flea. While he has built himself up, he still is not very strong and his wiry frame hasn't been able to withstand the rigors of the NBA game. It's not fault and if not tragic, it is very unfortunate.
