Locke brought up one scenario... we have excess cap space we could use on an international player that would serve as a signing bonus. We could sign him to a 2 year 11m deal and give him a 7M bonus for last year that doesn't affect our situation next year. So if a scenario like that comes up then sure let's try it out... much less risky than 3/24-30. And much more tradeable/stretchable if it fails in some form or fashion. Could also do like 9 M bonus... 8 M next year and a mutual opt out for the following year to protect everyone. One year 17 M guaranteed? Tough to pass up and Europe would be waiting for him if he flamed out.

Can we do this or is the "bonus" spread out over the life of the contract like Jazz4ever stated?

To me, spreading it out totally defeats the purpose and does nothing to help us. As a professional, I would hope Locke knows what the heck he's talking about here. Can anyone clarify one way or another?
 
I'm very much a fan of getting Teo on this team. He's really the only option we have with George Hill leaving if that happens, unless we sign-and-trade with someone.
 
So listening to Locke this morning, he says that we CAN sign Teo before July 1st. Since we still have the cap space, we could do a 4 year, 30 million dollar deal for him to play for the next 3 seasons. We could have last season count as the first year of his deal, even though he didn't play for us. That would give us a pretty significant advantage over what other teams could offer, and we could make it so the deal is EXTREMELY cap-friendly moving forward.

That's pretty amazing. Would he get money upfront for the "first year" of his contract?

2018-2019 6 Million
2019-2020 6 Million

I don't think it can decline that much in the first year. Could probably get to 3/18 but would have to cascade down slower.

We could actually give him $13.6M upfront then do a 3-year $16M deal where he gets $5.3M every year. That's a lot of money upfront but it would help a lot down the road.
