No, he was not referring to the Virginia governor, although he did make that claim during his state of the union address, regarding comments by the Va. governor. At the Wisconsin rally, he was referring to actions he said the Democratic governor of Wisconsin would take in vetoing a GOP backed bill before the Wisconsin legislature:

His comments have been widely condemned on social media, largely for his use of the word 'execute' and for the facts being inaccurate. Laws in the US already protect newborn babies even if they survive an abortion.

Democratic Governor Roy Cooper, who also vetoed the bill, said all it did was "criminalise doctors for a practice that does not exist".
 
I wonder if his audiance at the time viewed it that way, or if they viewed it as literal truth?
Like anything else from a demagogue to his followers, a mix. Some will believe it was hyperbole the other way.

Fascinating. But remember how the media was going crazy for two years about all of these Russia related indictments we were about to see? Every day they breathlessly told us about the newest bombshell and described each new moment, yet again, as the beginning of the end for Trump. And then the Mueller report comes out and what happens? No Russia related indictments for any Trump associates. Libs change their narrative entirely, and explain to us that no indictments should ever have been expected and that the moment the report came out was actually merely the end of the beginning. Will it ever end? No it won't. Not until Trump is gone. And if another conservative eventually takes his place the same sort of attack will be ramped up yet again.

No one I read or listened to regularly was talking about the end of Trump.

Will it ever end? No it won't. Not until Trump is gone. And if another conservative eventually takes his place the same sort of attack will be ramped up yet again.

Much like the constant attacks on Clinton and Obama.
