The rumor from Rafael Barlowe was that the Jazz could draft Coulibaly at #9 and still find a point guard at #16, which is true. Of course, the Jazz could take someone else at #9.
Bilal at 9 is a good pick. All the high upside guys will be gone. You might have your choice of Black/Hendricks, but they aren't all-star level prospects. Bilal probably not an all star either, but he plays a more valuable role than Black or Hendricks. He also has youth on his sideThis clearly sounds like a smokescreen. It might spook some teams to do stupid decisions that actually like Coulibaly. I mean, Coulibaly seems like a great prospect but 9 is definitely high in my opinion. Maybe 12 to 17 is a good drafting spot for him. I'm fine at 16 for him.
