If you want teams to reduce tanking all you need to do is have a lottery for the top 5 picks that is open to all teams equally. After the lottery the picks are made by record like they are now. The teams that wind up with the first 3 picks will be ineligible for the lottery the next season...
I hate watching the Jazz lose and dread watching when they win.
A team I have been a solid fan of since 1979. I have trouble cheering for them to lose it just feels wrong. I know they need to lose to retain this years draft pick but I still have problems watching them do so.

I don't disagree that the likelihood of getting a meaningful player with a lower pick is higher, I'm just saying there is no guarantee that will happen. The jazz have not had a great history of picking the best player available with their lottery picks. Ace seems to be an exception. Even Deron...
As the season progresses it appears less likely that Utah can hang on to their pick. Maybe it's time to consider trying to make sure the pick OKC gets from us is as bad as possible.
If you flip a coin and it winds up tails 5 times in a row what's the odds it will wind up heads on the next flip? 50% is the answer. The odds the lottery will be won by the worst team is 14% that doesn't change because it's about time for it to happen.
