A better way to do this would be to shorten (yes shorten) the season by 10 games, make every game more meaningful to the playoffs and therefore the ultimate outcome of the season.

They are trying to raise flagging interest especially from fans of teams that won't have a chance at a title so it gives them something to cheer for. Look at the finalists, the Spurs and Knicks?
