I think this change started when the nba went from 4 to 6 divisions and then began eliminating the value of winning a division. Without meaningful division races all that was left was championship or bust. They’re trying to fix it with the mid season tournament. We’ll see…

There are definitely a lot of teams lined up for tanking this year and the Jazz will squarely be one of them. I have no worries at all about the Jazz winning too much.

From our perspective I assume it is pretty straightforward: we have the right to swap with either Min or Cle. We can only swap our own pick (not another pick acquired at a later date). If we trade our pick the swap rights go to the team that acquires our pick.

This really isn't a problem. Take it from OKC, or what Portland did last year. If you want to lose you'll find a way to lose. Sit veterans and give young players "a chance", rest players, shut players down mid-season due to "injuries" etc...
