My son would frequently failed to bring us the notices of his balance and there were times the school would call and say he was X amount in the negative. They always fed him.
I don't know exactly how this played out, but if they gave the kids their food and they were sitting at the table eating and then they were publicly identified and had their food confiscated in front of their classmates then I certainly think those directly responsible should face serious consequences. That's just over the top and not a professional way to handle it at all. Denying them the lunch in the first place would be the way to go.
