Well, maybe the personnel has something to do with it. The first unit struggles WITH Tinsley and he's a "pass-first" PG. Any team is going to struggle with Watson...he's lost about 3 steps. Burks is learning the Point, but never expect him to be a starter at that position. We've had such illustrious pass-first guys as Palacio, Knight and Hart. How did those guys work out? And we also had Deron, who was really not a "pass-first" PG. Not unless "pass-first" can be defined as passing after a couple of fakes and 3-4 cross-overs.Also: If you don't think we need a pass first PG - go look at the 2 games that Tinsley sat out and we were left with Watson/Burks running the offense. It wasn't pretty to watch. A lot of last minute chucking and bailouts.
In today's NBA, where fouls are called for merely breathing too hard on someone, I'm convinced the prototypical PG is someone who can get by his defender with a quick first-step, drive the lane, and have the vision to dish to a big or turn and throw it back out for a 3-pt attempt. Jazz don't need a "pass-first" PG; they just need to get away from "the throw it to Al, have him make 3 fakes, throw it back out to the "pass-first" PG who then throws it back to Al again" offense.
