I like that they offer a status but not citizenship for college and military service. That should be up to each individual if they want to take the next step.

If it is military service perhaps they could streamline the citizenship process a little. Make those cases a priority for the ones that choose to becoem citizens.

I would hope they would qualify be as they would have legal status.

I would assume that they would be deported/confined like any other immigrant. Hopefully not over stupid stuff.

Have you thought of the consequences of loaning tax money to non-citizens who have no interest in staying in the country?
That plan would be ripe for abuse.

Well obviously there would have to be some requirements. Also you do not have any more insight into their plans then I do. Where they raised here? Is their family here? If so they are more than likely to stay here.

This would have to thought over in depth and planned out but it has a good solid starting point.
