Does anyone know the particulars of Juzang? I wonder if it's possible that he's a minimum contract player getting full raises (in which case, he also doesn't impact cap space until signed).

Yes, Juzang isn't signed yet and isn't impacting space as a minimum.

According to hoopsrumors and connecting the dots from Juzang's reported salary on hoopshype, it looks like Juzang is just a minimum deal which means that they have $8 million in cap space. I think (depends on roster charges if there are any below 12 players).
 
I'm seeing $10MM, but have also seen 13 and 8, so not 100% sure.
I just manually did the math (rounding to the hundreds of thousands of dollars) and got to $132.1 million and the cap is $140.588 million. Depending on if the Jazz have actually waived Westbrook (or have just announced that they will), then that is calculated from 12 players and there are no roster charges that need to be applied.

I think we should have picked between Juzang/Svi and kept Bazley. These moves hardly matter but it’s the middle of August and there’s nothing to yap about.
Liked what Bazley brought, but maybe the Jazz are simply prioritizing shooting.

Seems that (aside from experience) the Jazz aren't really trying to disable the team in any one particular direction (by selling off all their centers, as some have advocated here, or being intentionally low on shooting). Seems that they think it's important to have a well-rounded team even while experiencing struggles from inexperience among key players.
