I found him.
If you divide the picture into four squares he is in the upper left one. On the right edge of it, about half way up.
There is a large table in this are angled down and to the right. He is standing behind four people sitting down on the upper side and to the right of the table.

Found him in about 3 seconds.... Probably due to the fact that I probably remember this exact picture when I was a kid.

The bad thing about Waldo books were that they were so popular that the libraries never had them in. I'd always end up with those crappy 'I Spy' books whenever my mom would take me to the library when I was aiming for a Waldo.
I was never a fan of the I Spy books either.
From the waist down? Absolutely.
