"This legislative session has had more big issues, more heavy lifting, some controversy, but substantive, big issues, more than any session I've seen in my time around here," said Gov. Gary Herbert, whose tenure at the Capitol dates back to 2005 and before that as a Utah County commissioner.

But the biggest boulder in the field — how to help the poorest Utahns gain access to health care — remains, looming even larger and perhaps more intractable after the House stood its ground, unwilling to rely on federal dollars to pay for Herbert's Healthy Utah program to cover 126,000 residents.

While I generally believe in sticking to your principles, I acknowledge that being stubborn can be a bad thing. I really think the legislature should have given better consideration to work on getting more people insured, even if it involved taking federal money to do it.
