I think Svi still can be useful for a playoff team as a (rather deep) bench player. He fits that coveted Indiana prototype of a tall athletic player who can pass and shoot threes. And he is very, very cheap and being from Ukraine gives some interesting story to teams to market.

He is kinda useless on the Jazz though.

He's useless anywhere outside of teams who want a cheap salary for a guy who seems like a decent character vet given he's still in the NBA.
