This is an excellent idea. Rumor has it that this year the Jazz offered signing bonuses to guys they brought to camp and later cut to try and soften the horrible DLeague salary. At least one (Cooley) resurfaced in a Jazz uniform.

Yep, and make it eligible for HS players to enter the draft. Players that go to college need to commit to play at least 2 or 3 years, similar to baseball.

Parts of this are nice, but this is impractical. Players association would not want to restrict this number of DL players from signing with a team in need, just because they are in another team's farm system.

More practically you would want to expand the number of players under contract from 15 to 18, so that a team has ~6 players on their "farm" and 6+ other "free agents" who can be picked over by other teams whenever.
