40-year-old virgins in Japan are a societal problem, apparently.

So is it a big problem that a lot of men in Japanese society are virgins? Also, is it indicative of something larger going on, especially considering the Japanese population in this age range is skewed toward female (around 53%)? Are the women also celibate in that age range?
Also I am not sure how this project is supposed to "fix" the problem. From what I have read they are not allowed to have any contact with the models. I get the idea of getting these men past their fears and helping them demystify the female body, but I would be willing to bet there is something deeper than this going on societally speaking of this is really such a big problem.
Or does it really matter at all in the end?

A 41-year-old participant named Takashi Sakai told the AFP it is helping him.
“When you are young, you are afraid of rejection. I think it’s true that many people now just pretend they have no feelings about sex instead of risking outright rejection,” he said. “The first time I [came to drawing class], in autumn last year, oh … I was so amazed. Their bodies are incredibly beautiful.”
Sakatsume cautions that people should stop and think before they snicker at his project.
“Virginity shouldn’t be a punch line. We have to start treating it as a social problem and something that can only be overcome with proper education and support from society,” he says.
