Burks is averaging more assists than Hayward so far this year.
Burks has not had a full season in quins offense.
Burks has been used as a scorer off the bench for his whole career. You said that Hayward doesn't have assist numbers like curry because he plays a different role and plays with worse teammates.
Burks hasn't played the same role as Hayward and played with worse teammates than Hayward (the bench)

As a sophomore in college Hayward averaged 1.7 assists per game in 33.5 minutes

Burks sophomore year he averaged 2.9 assists per game in 31.4 minutes

Why do you think Hayward has had a different role? Why do you think he is asked to facilitate offense? They are both wings. Franklin tried to compare Hayward to a point guard. You are comparing wings.

It's also the preseason. Burks having more assists at this point doesn't mean anything.

Not for very long. Burks had to adjust to starting last year and sharing the ball more rather than being the 6th man scorer that he had been for most of his career. And he was hurt for the whole year last year.

I think until Burks gets settled into being a starter in quins system it's not certain who is the better distributor. (Fwiw I think it's probably Hayward, but like I said, they have been playing in different roles with different teammates for their whole careers)

What I do know is that Burks has looked better than Hayward at about everything (rebounding, scoring, passing) so far this pre season.

listen son, it doesn't matter if you call Hayward the point guard or Burks the point guard. They're referring to it as a 3-wing lineup for a ****ing reason.
