Tell that to all the people who bet on the game, smart guy. At 3 points Utah covers (wins), at 9 they don't.
So in what way does that mean that "the final outcome wasn't known until several hours after the clock had expired"?

USC is not in first, see that big "X" next to their name? That isn't a #1, lol.https://espn.go.com/college-football/standings
There, that was tough to find. USC in first. Utahr in third from last. ESPN. The Worldwide Leader in Sports.
I don't see anywhere on ESPN's site claiming USC is in first place. If there was a #1 by their name, that's one thing. They had to list them somewhere, but they don't count in the division standings.
Look at the PAC 12 standings on this ESPN page, they have ASU "ahead of" UCLA, in the same sense that they have USC "ahead of" everyone in the South:
https://espn.go.com/college-football/team/_/id/254/utah-utes
So again, Utah has the second best overall record in the PAC 12 South (only USC has a better overall record). They have a better overall record than UCLA, and blew them out head to head. If you are saying UCLA is ahead of Utah, you must be talking about the division standings, in which case USC doesn't count.
Utah had covered the spread when the clock expired. Several hours later it was determined they had not covered the spread. So in what way does that mean that "the final outcome wasn't known until several hours after the clock had expired"?

It absolutely does mean they can't win the division. On the front page of the PAC 12 official website right now there is a story talking about the division races. USC is not mentioned. Utah, ASU, and UCLA are who they talk about. And yet if you follow your link, and click on the link to the "complete standings" it takes you to a page that shows you first the conference records, and then the overall records. It also lists UCLA above Arizona State, and still has USC in the standings. Utah is still fourth. There is not a 4 by their name because I believe ESPN expects the people that frequent their site to be able to count.
So again, the Conference record trumps the overall record if you are talking about CONFERENCE STANDINGS!!! USC still counts, they have only been disallowed from playing post season games. It does not mean they cannot "win the division". You are so dense when you want to be.
We're talking about the outcome of the game. The final score is absolutely the outcome. This was a big deal to gamblers. What does that have to do with standings or winning the game smart guy? Were we talking about gambling, or winning the game?
Oh, did I say they changed the outcome of the game? You sure? Link? They changed the final score of the game hours after the game had ended? Yeah, okay. How does that change the outcome of the game again?

I said Utah lost on the last play.
Right, and that's why they are still alive in the division race with only 2 weeks left in a major injury plagued season. They lost when they joined the PAC-12. Their facade of success will slowly wither and you're homerism will with it. Either that or you'll go into full blown delusional spin mode if you haven't already.
