I'm not so sure. From Bleacher Report:

Stein specifically noted that the Jazz hoped entering the season that they would be able to secure Clarkson, but even though they have been unable to do so thus far, it is unlikely they will trade him in the midst of a playoff race.

Trade him… nothing personal… but if he won’t take what we can offer in an extension I don’t want him at a higher price. Will forever love JC.

Yeah...doesn't make sense to me either. Like the post above says, maybe it's just posturing from the front office to try to raise his trade value.
 
There were earlier reports about us likely letting JC test FA before we sign him.. but I hate that approach.

The conspiracy theorist in me says its a ruse by Rob Pelinka to get him to LA with Kuzma.. as they let Russ walk and free almost 50M cap space.
