trump and the Republicans should simply allow people to have their healthcare. Then if the money is used for illegal immigrants healthcare simply arrest those responsible since it's already against the law to use taxpayer money on illegal immigrants healthcare.
Win win for trump. Voters are happy to keep their healthcare and lower premiums and trump can prosecute his enemies for breaking the law if they do break the already existing law that has existed for decades.

Easy peasy. However, trump wants this shutdown so he can strip power from the other branches of government and increase the power of the executive

Lindsey Halligan, a Trump loyalist hand-picked to replace the U.S. attorney for the Eastern District of Virginia who resisted bringing prosecutions against Trump's political foes, still moved forward in presenting the case before a grand jury in Alexandria, Virginia, and secured two out of three counts she sought against Comey over his 2020 congressional testimony.

During grand jury proceedings, prosecutors have no obligation to present evidence favorable to a defendant -- but such evidence must be handed over to the defendant before trial.
