Conjecture. You are assuming that people who care about details will not hire people to help them manage. You are boxing people into your stereotypes without being realistic.
The only effective POTUS in the last 30 years was also the only one who DID sweat the details.
People who do not care about details may not care about hiring good people .
The last 2 POTUSs were failures, because they were the sort of leaders that you think are good.
Trying to hire every employee at the federal level to match your cultural values means you'll not even get your government fully staffed, even after ten years. If you trust others to meet your culturl values, those values that are different from the prevailing culture will be diffused the further the hiring gets from you.
We are conflating a realistic scenario with my hypothetical.
I understand that my hypothetical is not going to happen, that is why I called it hypothetical.
However, if I had the power to hire and fire at will, as well as rewrite the laws, and revamp all government institutions, I would hire people who are on board with my objectives, and get a heck of a lot done a lot quicker than you think. I certainly would not be taking field trips to every organization. I would hire people to do the implementation, and hire other people to keep track of those people. I am not saying that it would happen, because I would not have that power, but if I did, things would happen.
Of course not everything would be finished in a year, or 10, or 20, but there would be changes.
