No, I don't care, otherwise I wouldn't have said it. I would wager 10% or so of reports slide and don't get resolved because a couple people vote, other mods don't see it, and new reports push it down. There's not even that much discretion involved other than me not harping that it get resolved.

EDIT: And actually it didn't even go down as I said it did. I just researched it and I remembered it a bit wrong (surprise surprise!). What happens with dupe accounts is that they just get banned immediately, though a PM is sent to the original poster and they're asked about it (I got mixed up with the voting on it because a vote is taken on the original poster for making the account). Jason dealt with it and banned the dupe, and in this case I said something to the effect of "damn, I get banning dupe accounts and all but crittercam was one of my favorites." The first time Jason sent the PM, maybe he never got anything back and probably forgot about it. And it's there where I made no effort to remind anyone about it.
So in essence there was no vote and my "defense" was more of a pout.
