Trout's rep power as listed is very high but when he tries to use it, it only performs half the time thus he can only give half rep. You know, the whole life imitating message boards or something along those lines.

When you neg rep your rep power is cut in half. So, for instance if I negged you it would take away 8, but if I posrepped you you would get the full 16.
