No doubt he has physical gifts, including a long first step and quickness. I embodied this in my comment "nice skills going to the hoop" which I though might be clear includes his first step.

I would argue that "lightning quick" may be a bit of hyperbole, as this implies elite NBA guard quickness, I'd say rather "above average." I think he would be toward the bottom of the following list: Lawson, Rose, Wall, Teague, Westbrook, Jennings, Parker, Collison, Irving, Ellis, Walker, Paul, Brooks.

Now that this is all being measured for each play, we'll be able to settle the debate when he enters the NBA.

Must have somehow missed that. The thing that stands out on that list is that Dante Exum would be the only one on this list taller than 6'3(I know that Westbrook is listed 6'4, but he really isn't)
 
Physically he sounds even better than Carter-Williams. I don't see the natural PG instincts. But he should be able to defend PG and switch onto several positions as he gets stronger.

He is definitely a talent.

Randy Livingston former Jazz player and a player for a lot of teams and a DLeague coach thinks he's the real deal.

The only similarity are size/length. MCW has skills, can dribble, wouldn't get shut down by unathletic Spaniards. The only talking point that has any validity is his quick first step, but it wouldn't be average for the NBA.

If he's the best we can do for this tank then we need to hurry and trade Hayward, kanter, burks, or favors.
