They are calling smart a top ten prospect. Not all top ten prospects just a top ten prospect. Could be read your way but based on context definitely what the author meant.
I thought about that, but I doubt they've been able to bring in Exum, Embiid, Wiggins or Parker either. So I'm not sure why one more would be notable. Unless they said it is notable that they haven't been able to bring in a prospect rated in the 5-10 range.
Typical message board overreaction. Calling him stupid when you have so little information isn't really the most intelligent thing to do. It could be a promise from another team which is quite common or he just may not want to play in Salt Lake. Either way this is almost certainly the doing of his agent and not his call.
So basically his agent is posturing for the best spot for his player either on a team in the top 4 to net a higher salary or the Celtics/Lakers who need a point guard and are in bigger markets. This means nothing about Smart personally. He is probably just staying out of his agent's way and letting him do his thing.
