I think a lot of the Los Angeles pipeline gangs that end up here simply don't have rivals here. I see Sur 13 tats and taggings all the time and know some areas where you can see them just hanging outside, but they probably have monopoly status on the drug trade or whatever they are up to so they don't need to be super overt or violent.

The gangs in my neighborhood target houses at random and steal our grass clippings. We also have the SPG that's active in colder months. If you try to pass into their territory, the snow plow gang shows no mercy on their interstate trade monopoly. I've been shot at with their rock salt as a strict warning to step off.

This. Also I would add that it seems that the law here waits and tries to build a case against a whole gang, or at least a large part of it, all at once. They arrested like 60 TCGs(I'm pretty sure it was TCG) in one night a year or two ago. I think that kind of law enforcement probably contributes to gangs wanting to keep a lower profile as a whole.
