They're not considered U.S. territory (I don't think) but I would guess drinking below the age of 21 may be legal on Native American land/reservations.

The reason I ask was you'd expect them to sell like beer & RTDs. But in Thailand you can get HARD liquor like Johnnie Walker, Jim Beam, whisky, Vodka, Gin, etc, all behind the counter, and they're open like 24/7, so if you're thirsty, yeah it's pretty easy.
