IIRC there are only three birds in Utah that aren't protected by any law. Pretty sure they are sparrow, starling, and one of the doves.
If you don't have a license don't **** with birds.
Magpies are protected?

interestingly it is illegal to kill any of the protected birds even if it you did not intend to. It is also illegal to take their feathers, disturb their nests, or pretty much **** with them in any way.
