To me, you've given the definition of rebuilding. Tanking can be part of rebuilding, but it's not equivalent to it. Rebuilding is much broader. (But no need to have this old argument again.)
Given the Jazz's current winning percentage (without taking strength of opponent into account), the likelihood of a 0-17 record with 1 day of rest is somewhere in the 1 out of 1500 neighborhood.
