I mean they are starting at pretty much zero. The last thing you do there is say "Hey first things first, let's Max freaking Walker Kessler."
They are in the "Let's take other teams Junk for assets" phase. You need to preserve cap for that.

I have doubts on this. I don't think the Chicago front office is smart or savvy enough to take junk deals for assets, they haven't been interested in those kinds of deals before at least. They have a ton of expiring deals and will have a huge amount of cap space to use. They would be the foolish kind of organization to max Kessler. It makes no sense but who can predict what Chicago will do?
Bulls could go after any number of players.

Not a big FA class in terms of big men. Walker would be top of that list. As things stand bulls starting center is Jalen Smith lol

Porzingis is done... He's got a weird disease bad enough that might force him to retire. Duren is staying in Detroit given how well they are doing. And Robinson is a backup center without much ceiling... so yeah teams will go for Walker
