So if Jazz do get a 12-14 pick next year would there be a good enough player there

If I were the Jazz, I'd at least want Dillon Mitchell. The Jazz really need to try to get in the top 8 at least, and I think they should join the race to the bottom. A couple guys like Gradey Dick and Leonard Miller would be good pickups. They look like starter-level talents, but the All Star-level talent is still grouped in the top 10.

Dariq Whitehead is considered an elite prospect as well. I have some reservations about him because he reminds me of Harrison Barnes at the HS level. He's not as big as Barnes and isn't as athletic as Benedict Mathurin, so I wonder if he'll still pop at the NBA level. Nonetheless, he's worth keeping an eye on. He should be late lottery or mid-1st at least.

This is really the year to tank. Okc, Pistons and Magic may be a little too good to end up worst 3. If the Jazz get somewhat creative, that %14 chance to nab Wemby is there but even if the Jazz miss that, top of the class looks great.
