I think they also can't aggregate salaries... which is the bigger barrier.
You're correct:

Penalties for exceeding the second apron include the loss of the mid-level exception, a ban on including cash as part of trades and the inability to accept more salary in a trade than the team sends out. A team in the second apron will also be unable to aggregate salary in trades and cannot trade its first-round pick seven years in the future (ie. its 2030 pick in 2023/24) or sign players on the buyout market.

I mean. . . if the Jazz had 3 stars, a couple of role players (with Bird rights), young guys with upside and Ryan Smith was willing to pay the tax. . . it doesn’t really sound that bad tbh. You’re just severely limited in how you add low and mid-level players. Paying the enormous tax bill is probably the biggest detriment.

Yeah a Harden/George 1/1 swap doesn't work either so the Clippers basically have to get it done tomorrow before 3 or it's not happening.

Full MLE is likely going to be about $12.5 million. I wonder if the Jazz end up offering someone a little bit above that number to add a guy that would otherwise be limited by the cap crunch this year.
