No he isn't. You can't resign a player as a FA in the same season you trade him sway. It doesn't matter who waives him.

Yes he is and yes you can due to the fact that Memphis subsequently traded him.and then the new team, Phoenix, waived him.

Had Memphis only waived him or traded him and the new team kept him, than no you couldn't reacquire him but the scenario has played out in a way where the rule bends in the Jazz's favor.
