Welcome to Colton's 2015 Mock Draft Compilation, v. 1.0. 18 mock drafts used! (See below for details.) Here are who the mock drafts are listing as the "best players". See below for details. It should give a pretty good idea of who will be available when the Jazz pick at 12 and 42 (they also pick at 55).
Karl Anthony Towns
Jahlil Okafor
D'Angelo Russell
Emmanuel Mudiay
Justise Winslow
Kristaps Porzingis
Willie Cawley-Stein
Mario Hezonja
Stanley Johnson
Kelly Oubre
Frank Kaminsky
Myles Turner
Trey Lyles
Devin Booker
Sam Dekker
Bobby Portis
Cameron Payne
Kevin Looney
Jerian Grant
Tyus Jones
Montrezl Harrell
Rondae Hollis-Jefferson
Justin Anderson
R.J. Hunter
Christian Wood
Delon Wright
Robert Upshaw
Rashad Vaughn
Chris McCullough
Jarell Martin
Terry Rozier
Cliff Alexander
Guillermo Hernangomez
Jordan Mickey
Rakeem Christmas
Aleksander Vezenkov
Dakari Johnson
Andrew Harrison
George De Paula
J.P. Tokoto
Norman Powell
Mouhammedou Jaiteh
Misc observations:
1. 12 of the 18 mocks have Towns going #1. 6 have Okafor going #1.
2. Three players are tied for spots #11, 12, and 13: Kaminsky, Turner, and Lyles. So one of those could be the most likely for the Jazz right now.
3. Devin Booker is actually the player the most mock drafts have the Jazz picking at #12. But that's only 4 mock drafts. Kaminsky is the next most popular player for the Jazz's pick, with three mocks. Then come Oubre and Turner, and Lyles, with 2 mocks each.
4. The highest rated player that any draft has going at #12 is Porzingis (but they have the Jazz passing on him, not sure why). The next highest is Willie Cawley-Stein (and they have the Jazz picking him).
5. Oubre and Booker win the wild card awards, with their projections being anywhere from 7 to 20 and 8 to 25, respectively.

Ranking details: I used the following mock drafts as "voters" for the best players. That is, I assumed they ranked the players in the order that they felt like the players deserved to be drafted. (This is an incorrect assumption, because some mock drafts account for perceived team need, but it should be close.) Then I used the "instant run-off voting" algorithm in a program I wrote to deduce who deserved to be ranked in the top spot, then in the second spot, then in the third spot, and so forth. See here for details on that algorithm: https://en.wikipedia.org/wiki/Instant-runoff_voting
