Does anyone know how this RFA procedure works? What is the deadline for Fes to sign an offer with another team? If no team does that and the Jazz and Fes don't come to different arrangements, is it just automatic that the qualifying offer kicks in (I guess the answer must be yes). Can Euro teams possibly be involved before the qualifying offer kicks in, or is Fes legally off limits to them, just as a regularly-signed player would be?

Yes, a European team could sign him and he could head overseas. However, we would still be our restricted free agent if he tries to come back to the US. Josh Childress I believe is a good example of this.
