You know last year many people ruled that his shot is broken and he'd never be good at it. Right now his shot looks much improved.
I wouldn't rule him out to become a good distributor. He'll probably not touch the post for at least 5 years in the NBA as he's got other more important holes to fill in his game and his explosion will get him good looks facing the basket.
Being an intelligent young man probably doesn't hurt his chances of becoming a good passer.

Boston won't hand out their own pick just to get a Butler reunion. Danny Ainge doesn't do such things.
Phoenix might send out a package of players and some of the 500 other picks they've collected.
He'd fill a void for ATL but they have Kyle Korver. So his addition would make this a very bad defensive backcourt without athleticism and without 2ndary ballhandling.
Chicago doesn't need him. He doesn't fill their needs. They want Deng over him and considering his asking price handing out their '14 pick to risk losing him in restricted is not their plan.
Milwaukee seems committed to Mayo and Adetokunbo, unless some Wiggins/Parker/Exum fell in their way miraculously.

Chicago - doesn't want to tank but with out rose it becomes more likely. one position the bulls have needed is 2 guard. this would give them Hayward's bird rights. rose, Hayward, butler great start.
Atlanta has the nets pick and Hayward fits a need a huge need and they seriously want to make the playoffs.
Phoenix has 4 picks. bird rights would be fantastic.
Boston again needs a 2 guard and he would fit Boston well with Stevens.
Milwaukee doesn't want to tank. this is the longest shot of all of them.
Don't agree with your assessments:
Chicago doesn't want to pay Luol big money, why would they pay a non all star that kind of money, who's a worse defender.
With ATL the Nets pick alone won't get it done. Which other asset do they include? They won't give up on their own unless they're a lock to be in the playoffs at the deadline.

He'd fill a need. But what are they giving back? Rondo, who's proven to be relatively healthy? Possible.
I don't know what to do with Milwaukee at this point. I wanna see how they look healthy. They did horrible acquisitions that indicate they don't wanna tank but if all goes wrong, who knows maybe they're more inclined to do to avoid relocation long term with a starving fan base.
