If level 10 is top 50 player of all time (LeBron, Jordan, Shaq), level 9 is 10+ All Star (Pierce, Garnett, Malone), level 8 is 5-7 time All Star, level 7 is 3-5 time All Star, level 6 is 1-3 time all star, level 5 is borderline all star, possible 1 time All star (Millsap).
I think Parker's ceiling is level 9 and comes into the NBA at a level 8.
Wiggins ceiling is 10 comes in at a level 5.
I'd put Embiid's ceiling at level at 10 comes in at level 5.
Parker is the safe bet, but you probably need one other piece to win titles. Embiid and Wiggins are bigger risks, but if they pan out, they can win you a title single handily.

That's kind of what I meant. Parker comes in ready to play and score. That makes Utah a better team from Day 1. Embiid is more raw, he improves fast, but not as much impact from Day 1. Therefore Jazz finish with a worse record and get a better pick in 2015.

Parker will be an All-Star at least 5 times. If he goes to a big market (Philly, LA, Boston) he will be an All Star at least 10 times.
If there is one thing we've learned over the years is that NBA front office types always tell the truth leading up to the draft.
