No clue (Although I'm inclined to believe that individual real NBA scouts have much more varied boards than we sometimes imagine, based on what the leading draft sites present).

I mean, anyone can be a scout. Not like you need to go to scout school and get a scout degree/certification. We are all scouts

Really don't think this is that wild. You got to think most drafts will only have a certain number of good players. Also pretty consistent that someone drafted in the lottery will be very bad and out of the league, and not a top 30 player in the class.

That being said, I think it's pretty wild to drop the best shooter in the draft that far.
