In general I would agree with this statement. However when I look at the 3 moves that netted the biggest gains in Utah Jazz History I see them as the following:

1/2 - Drafting Malone
2/1 - Drafting Stockton
3 - Drafting Williams.

I have no doubt DL will do a great job managing the cap and making smart, economical moves. I just don't see him making the big move to make this team top 5 in the league material. By far, the best move availiable to this team right now is a highest draft choice possible in this upcoming draft. Getting there by any means necessary should be their top priority.
