Without the context you have, which by the way the vast majority of people will not have, it looks like a promotional picture where they've asked them to relax and look like they are enjoying themselves serving on the ship. There are obviously civilians around them so in no way would I expect them to be about an official duty. Like like a couple guys uncomfortable they have been asked to participate in the photo shoot so they are nervously chatting and laughing, as I've seen lots of people do when pulled out of their normal routine and put on the spot. Nothing seems weird or creepy to me.
