Pretty sure it was just $3 million in cash we got, not a trade exception.
Trade exceptions happen anytime there is a salary disparity. The Jazz got a small TPE, besides the two picks, Favors, Harris, and $3 million. I believe the exception is $1.8 million which is basically too small to be useful.

KB, the answer is: They're not looking to make any moves right now or KOC is only looking but not spending.
My guess is that he'll wait for another gem of a trade before pulling the trigger again. That usually means waiting until closer to the trade deadline or closer to the draft. Of course, there's also the other possibility that he's waiting for a team to have a big need again (injuries).

I don't know personally, but apparently it's so ****ty that my work web filter blocks it. It's quite possible bleacher report is lower than real gm, and that's saying something.
