I think he'll end up a decent-to-good player, but he's gotta speed things up and get waaaaay more efficient.
The problem the Jazz have with Burke is that he's just good enough that he'll keep his job, PG won't be a priority in the draft or FA, but because of the deficiencies you mentioned and a few others (not getting to the FT line, not making plays defensively, small, etc), he'll likely never be top notch and will probably always hold the team back. And I like Burke.
