99% of the time that foul is side out of bounds. They never give the player that shot, but since they called it late, they had to concede it was a shooting foul.

I disagree. It was a shooting foul. If you know you're about to get fouled, why not pick up the dribble and go up for a shot? That being said, they usually never give that to the player.
