I see your argument, but there are masters of dirtiness out there which would perfect the art of going up for a drive or rebound with their elbows out.
That's why the rule has to be in place.

So is there a new shot clock rule that if you hit the rim before 14 seconds the clock doesn't reset?

It is supposed to reset to 14 seconds on every offensive rebound regardless of when the shot was taken
