Popovich has only won it twice and Phil Jackson once. The award generally does go to coaches whose teams have overachieved. It's also true that a lot of COY's are fired within a few years of getting the award.

Usually short term success and fixes garner the attention, while long term success and fixes don't show the immediate results that make people say "Wow, that was awesome". This is at least part of why good teams and teams that improve year over year don't get the coach the award, and yet those are the very coaches that most deserve it imo.
