As has already been mentioned, it was Matthews who flat-out said he "wasn't going to give Utah a home-team discount". Sounds like he's talking out both sides of his mouth a bit. Not only that, I don't know who his agent is, but do you honestly think that had Utah presented a formal offer Matthew's agent was going to blindly let him sign it without testing the open market? Sorry, but the over-inflated Blazer offer was going to come regardless of whether the Jazz offered him a deal or not.
I hate to make it sound like I'm bashing Wes because I'm not. I love the guy as a player. However, in reading about his suprise that Utah didn't match you can tell he's just a young kid who just got his heart broken a little. While I'm sure he doesn't regret the new payday you can just tell he is a little upset about not returning to Utah.
