I think quite a bit of that 20% is inflated as well, either from bots, or illegals, or just people that don’t really exists. You also have to figure a good chunk of that 20% is definitely people with mental and/or physical disabilities, drug addicts, or any combination of these things.

I mean the last administration was entirely made up of drug addicts and the mentally/physically disabled.
