Most sports bars are required to negotiate a fee with the copyright holder, although there can be exceptions for small venues with a limited number of screens and a restriction on screen size (under 55" in a public venue IIRC). Negotiations are generally done with the service provider (Directv). Sports bars pay a lot more for their programming than a home view for this reason. Without getting too detailed, showing a Jazz game on a movie theatre screen would be a clear violation. There are numerous lawsuits for violations of this, including the playing of music in public venues without a license.
